Luis A. Fernández Portillo is a Full Professor in the Department of Business Management at Loyola Andalucía University, where he has also served as coordinator of the Development Studies Research Group (GED).

He specializes in both the analysis of development policies within a global governance framework and rural development policies with a territorial approach. In these areas, he has authored more than fifty publications, some of them in leading JCR-indexed journals such as Socio-Economic Planning Sciences, Land Use Policy, and Humanities and Social Sciences Communications.

He has participated as a researcher in numerous European, national, and regional projects covering a wide range of topics, from the 2030 Agenda to the application of the European Union’s LEADER approach in developing countries.

He has been a visiting professor at several international universities (IUT-Nancy, France; UNISINOS, Brazil; University of Phnom Penh, Cambodia). He has also worked as a rural development specialist for the UNOPS-RUTA programme, based in San José, Costa Rica, where he contributed to the multilevel (regional-national) coordination of rural development policies in Central America. In addition, he has worked as an international consultant for various organizations within the United Nations system, including IFAD, FAO, and UNICEF.
